Exxon was seeking to water down the legislation by lobbying key lawmakers in both parties, such as Democratic Sen. Joe Manchin of West Virginia, he said.

In addition, Mr. McCoy appeared to say that Exxon had previously supported groups that attempted to discredit climate-change research, though he didn’t provide specifics, and added that Exxon didn’t commit any crimes. Greenpeace said individuals working for its Unearthed investigative platform had posed as recruitment consultants looking to hire a lobbyist for a client and conducted video interviews with Mr. McCoy and Dan Easley, Exxon’s executive branch and regulatory team lead until February.

“We condemn the statements and are deeply apologetic for them, including comments regarding interactions with elected officials,” Mr. Woods said in the statement. “We were shocked by these interviews and stand by our commitments to working on finding solutions to climate change.”
