A former SEPTA manager received tens of thousands in cash payments from a business owner in exchange for insider information that aided the company in securing contracts with the public transportation authority, according to prosecutors.

James Stevens, 69, was the director of SEPTA’s video evidence unit when he provided Robert Welsh, 59, who owned Spector Logistics, Inc., with insider information from March 2014 to July 2018. Stevens and Welsh were indicted for allegedly participating in a “bribery and extortion scheme,”Spector Logistics, Inc. was contracted to install, upkeep, and supply video equipment to monitor SEPTA locations.

A SEPTA spokesperson confirmed the transit company will continue to work with federal authorities as the case progresses. Though the spokesperson did not comment further. “Philadelphians deserve public employees who do their jobs honestly, without corrupting the system to line their own pockets,” U.S. Attorney Jacqueline C. Romero

. “As alleged in the indictment, the defendants’ participation in this scheme was extensive: using millions of dollars in public contracts to fraudulently benefit themselves.”
