Why doesn’t the government send the letters themselves (for the federal workers) stating that the government has decided not to pay the employees (due to a shutdown) and to dismiss their bills until the employees can get back to work.
Two things need to be considered when reading this: 1. The longest government shutdown in American history was only 21 days. 2. Congress passed a movement before the shutdown that all affected would receive backpay.
