The company could cutstaff by as much as one-third, according to one person familiar with the plans. Microsoft declined to comment.

Many teams across Microsoft have frozen hiring, and the person said it's expected it could be a year or two before the company is back to hiring at a rate comparable to before the freezes started. Meanwhile, some teams are requiring executive-level approval for any exceptions to hiring freezes, and the team in charge of deciding how much compensation to offer candidates is cutting those offers by as much as 30%, the person said. They asked not to be identified discussing sensitive matters.

In October, Microsoft laid off about 1,000 employees from teams including the Xbox console gaming division, the cutting-edge Microsoft Strategic Missions and Technology organization, and other units,
