The federal Liberals are accepting Senate changes to their online news bill adding penalties for parties disclosing confidential information obtained in talks over compensation and requiring the legislation to go into effect no later than six months after being passed by Parliament. However, the Liberals are rejecting a change that would define the goal of the new arbitration process between tech companies and news organizations as determining the value each party gets from the news content, saying it would “undermine the objectives of the bill.”

The Senate transport and communications committee last week issued its report on the bill, which is also styled the Online News Act) recommending 10 amendments to the legislation, which, if passed, would require tech firms like Google and Facebook parent Meta to strike deals to compensate news organizations for links or posts to their stories.
