New York Governor Kathy Hochul announced the implementation of a congestion pricing plan for parts of New York City

The department's Federal Highway Administration said the planned change will have no significant environmental impact and that a more comprehensive environmental analysis was unnecessary.

Three Democratic lawmakers from New Jersey - Senator Bob Menendez and representatives Josh Gottheimer and Bill Pascrell blasted the decision saying the plan was "nothing more than a cash grab to fund" the New York Metropolitan Transportation Authority. Following entry into a tolling agreement, tolling could begin up to 310 days later, the city said in May.
