It appears Faruque doesn't want to reduce cancer rates at all. If he did, he would be urging smokers to switch to vaping & paan consumers to switch to much-less-risky oral tobacco, eg snus.

Is it big tobacco that keeps cancer rates high? Or people that smoke cigarettes?

Before US regulation, 42.5% smoking rates in 1965- much higher vs Bangladesh now. Developing countries should regulate big tobacco to lower cancer rates - How big tobacco keeps cancer rates high in countries like mine ~25% in Bangladesh are smoking now
