With 52 MPs, including office-holders, having spoken in two days, Finance Minister Heng Swee Keat will wrap up the debate on Budget 2019 today. As is customary, the first three days of the two weeks set aside for the Budget are devoted to broad fiscal principles, before MPs go on to scrutinise each ministry's plans.
