The SIU's finding, contained in a report dated March last year, is the latest in a series of adverse findings relating to how Blackhead Consulting, Diamond Hill Trading, and the Free State Department of Human Settlements handled the R255 million asbestos contract. Other state organs that have made damaging findings against the three parties include the Hawks and the Office of the Public Protector.
