Charles J. Vincent, 62, took the money by making unauthorized payments to himself disguised as bonuses, theThe company was not named. The thefts occurred over “an extended period,” officials said. Vincent, of Oakland, was charged with money laundering, theft and theft by deception following an investigation that began in March.
