Recipients of the requests had until Monday to respond to dozens of questions pertaining to such issues as Russia’s interference in the 2016 election, hush-payments for women alleging affairs with the president and the firing of former FBI director James B. Comey. The panel declined to specify which Trump officials, agencies and associates had answered the document requests.

I suspect this is the classic lawyer move of overwhelming your opponents with too many documents to properly check. A few misfiled crucial documents and the job is done.
Trump should just declassify the entire thing, make it public and fully unredacted. We The People deserve to know how corrupt our FBI and DOJ had gotten under the previous Administration.
