REPORTER: There are also questions about how it will affect governance and what it means for the future of our democracy... SARAH FERGUSON: Yesterday OpenAI published a report about its chatbot, about ChatGPT going off the rails with some of its answers. What does this tell us how little we still understand about how this technology works?
This was an example, as you mentioned, of the ways that these systems fail, given we don't really understand how they work on the inside which is very different from most engineered systems we build where we really do have a strong foundational understanding of that. It is not the case with AI. And you're starting also to see some of that coming into law as well. So in the US, not technically a law, but the executive order that President Biden put out late last year included requirements for companies to report these kinds of tests when they are running them to the government.
Robodebt is a kind of version of this where you have an automated system that's running something that really matters to the lives of everyday people and if that goes wrong, that's a huge problem. Or if you have a system that's very good at biomedical research, can help with drug discovery, can understand the immune system, you make great discoveries there, does that also create new ways for terrorists to develop bioweapons?
SARAH FERGUSON: We learnt a lot about the perils of relying on a concentration of tech companies during the evolution of social media and a lot of it has been very ugly. Are we going to make the same mistakes again, given the incredible amount of money and power that now resides in the big AI companies, or are they self-aware enough to know that we have to do this differently?The EU has certainly been really pretty ahead of the curve in this case.
I think a lot of the problems from AI are specific to a particular sector. Autonomous vehicles should be regulated by the transportation regulators. AI in healthcare should be regulated by health care regulators and so on and so forth and that makes sense to do it in a domestic capacity.
