It is important to note that there was no draw down on the funds until November 26th 2020, when Governor Ikpeazu signed attachment 6, because the bank placed a lien pending when all the documentation was completed. This can be verified from the relevant UBA accounts by the Auditors and Otti’s administration. Indeed, the disbursements continued beyond January 2021.
