The city has announced a program to help find the horses new homes

A horse-drawn carriage rides past the Notre Dame cathedral in Old Montreal on May 18, 2016.

When asked if $1,000 was enough to compensate owners for the loss of their livelihood, Downey pointed out that the program was voluntary.

Long overdue. I once saw a horse hit the ground and then beaten by the driver. In hindsight, I should have gotten off the bus and thrashed the driver, but I didn’t. Will always regret it.

I bet there a nice glue factory somewhere that'll take 'em in.
