Misguided proposals on the table in Harrisburg that will make matters worse by undermining the free market at work to lower drug costs, specifically by targeting pharmacy benefit companies or PBMs.

The out-of-control prices of prescriptions have put a spotlight on the prescription drug supply chain, with numerous policymakers wanting to implement legislation to help combat high costs.

Joel Zinberg from the Competitive Enterprise Institute explains, “PBMs enhance competition through group purchasing and negotiated discounts that provide substantial economic and health benefits for consumers and taxpayers.” That’s why the vast majority of health plan sponsors choose to hire PBMs to help them offer quality, affordable prescription drug benefits.

Misguided government mandates that undermine an employer’s ability to offer benefits, including prohibiting a health plan sponsor from being able to offer lower-cost pharmacy options or convenient, affordable methods of getting access to prescriptions through home-delivery would only increase health care costs.
