The Sydney councils issuing the most ticketless parking fines have refused a state government request to end the practice.
The system has meant drivers parked in some council areas return to their vehicles without realising they have been fined. "The current implementation of the ticketless parking system has eroded trust in parking fine system," she said in the letter.North Sydney Council said it had no plans to "voluntarily" return to a paper ticketing system.
It said the paperless system improved the safety of rangers and ensured drivers were notified "even if tickets go missing or are damaged by weather". It said the decision to mail infringement notices was made when officers were concerned about violence and "during mobile patrols where stopping isn't feasible".
