For more than 40 years, Stanley Rapp walked the halls of the Pennsylvania State Capitol rubbing elbows with lawmakers and people in power, first as a high-ranking state Senate employee and then as the co-founder of one of the state’s most influential lobbying firms, Greenlee Partners.
But for more than a decade, Rapp also held a lesser-known title: business partner with former Dauphin County Commissioner Jeff Haste, whose questionable dealings and potential conflicts of interest have recently come under harsh scrutiny. From 2008 to 2023, Haste and Rapp co-owned a real estate company called Silver Maple LLC. The business was formed four years after Rapp’s lobbying firm, Greenlee Partners, was hired to be the county’s lobbyist, a contract the company has kept for 20 years and counting and has earned it over $1.5 million. Over the years, Rapp has also represented, either as a lobbyist or a board member, numerous other entities that have been paid by the county.
