What's a bear market and how long do they usually last?

A Bear Market is when everyone watches to much CNBC. Delete the app, change the channel and go enjoy your life. The stock market will be fine.

Bear market is 'off 20% from highs' and on average they're a 30% drop. Is that latter figure from when they're declared or from the peak, as well?
