A very good question. I'd say it's because politicians and legislators don't know how to keep up with the pace of technology. If they had some vision, they'd realise the direction and impact of tech and head it off at the pass. They're not capable of that.

Why have you never heard of this multibillion dollar industry. I thought you worked for a news company. This industry has been common knowledge for years. If it on the internet and it's free, you are the product
