As the IPO market remains frozen, one tech analyst is optimistic that we could see a rebound in public listings as early as the second half of this year.

"I think the second half of 2023 is going to look a little better than the first half, assuming that it's mostly macro-driven," Kulkarni told CNBC's "" on Monday.
