Since Powell is aiming for high returns — generally to the tune of a 14% to 16% internal rate of return and between 8% to 10% in cash-on-cash returns — her main focus centers around. Put differently, Powell is looking for buildings erected in the 1980's and 1990's that are in need of some serious TLC.
