Zahoor Waghat is the brains behind the plans in Arthur Street, Blackburn

A set of vandalised disused town centre garages have been earmarked for redevelopment as seven ‘sleek, modern’ industrial starter units. Zahoor Waghat wants to transform them into a job-creating new business centre.

Mr Waghat has submitted a planning application to Blackburn with Darwen Borough Council for the changes. Local Wensley Fold councillor Dave Harling has welcomed the proposal. A supporting statement with the application says: “The proposed units are small, ranging from 53 square metres to 130 sq m, and are aimed at start-up and existing small scale businesses. They will encourage local entrepreneurship to flourish and jobs to be created.

“It is a visual eyesore which detracts from the appearance of the area and is a potential attractor of anti-social behaviour. The site is in a very sustainable location in a highly urbanised area.
