But Republicans have expressed skepticism about the effectiveness of a payroll tax cut to boost the economy.

it would benefit only those working and it wouldn't be much at all. Plus the government would be expecting it paid back at tax time next year anyway.

Leave payroll taxes alone. They’re meant to be used for government benefits.
