WalletHub based their data on various sources that looked at comparing 1,334 small cities with populations between 20,000 and 100,000 on three factors: business environment, access to resources and business costs. Exit 13 on Interstate 15 on the outskirts of town is bustling with new development, from hotels to restaurants, Hess said.
