The former President has been implicated in the Commission’s reports by as having facilitated the capture of the State.Raymond Zondo officially handed over Parts Five and Six of the report to President Cyril Ramaphosa on Wednesday.

Fraser is implicated together with former State Security Minister, David Mahlobo and Ambassador Thulani Dlomo in the withdrawal, handling and distribution of large sums of money from the SSA. According to the report, budgetary allocations increased from about R42 million in the 2016/2017 financial year to over R300 million in the 2017/2018 financial year, with R225 million allegedly used for covert operations within Fraser’s office.He also recommends a tightening of financial controls and the recovery of the monies lost.
The project known as the Principal Agency Network was launched when Fraser was still SSA deputy director-general of operations.Further investigation into Fraser by the Special Investigations Unit and National Prosecuting Authority , was stopped by by former President Jacob Zuma on the grounds that it would compromise the security of the state.with regards to the running of the PAN including irregular acquisitions of properties, vehicles, employment of people and abuse of funds.
