Delays in the adoption of legislation to amend Canada’s 1969 Official Languages Act could mean businesses in Quebec under federal jurisdiction have no choice but to submit to a provincial requirement to begin the “francization” process.

Quebec has set by regulation a Dec. 1 deadline for such companies to signal their willingness to begin the francization process triggered by Bill 96, which was passed by the Legault government in May. It updated Quebec’s Charter of the French Language to ensure French-speaking employees in federally regulated companies would have the right to work in their language, employers would be required to communicate with them in French and customers would have the right to be served in French.

Federal legislation, Bill C-13, offers such businesses a choice between Quebec’s rules or its own, which state that “employees of federally regulated private businesses who work in Quebec or a region with a strong francophone presence should have the right to work in French.”
