Maine has become the first state in the country to shift costs of recycling from taxpayers to the companies that create consumer packaging, while also giving them the responsibility of disposing of nonrecyclable containers. The Onion is accidently not satirical again.. As a practical matter, you cannot tax businesses, Businesses do not pay taxes. The cost of the taxes are passed to the end users.

And consumers will buy products that are more efficiently recycled, or better yet, won't buy junk that just ends up in a landfill in a brief time.
