Awful..yes. But this is why you make sure insurance is in place.
People can not even rent a car now a days without it being stolen, and very little is being done by the car manufacturers. They can make it so you need a thumb print to start a car and put a GPS device in it just in case it is towed away/stolen. Governments are doing nothing.
Car rental companies should be ultimately responsible for the insurance on the vehicles and do their due diligence in confirming that they aren't renting to a risky driver.

Unfortunate, but it's in the fine print, and they even offer you a chance to pay for insurance, which isn't that much. If you lose it, you have to pay for it.

How do you know the rental company is not involved with the vehicle being stolen. They are the ones who know if you bought extra insurance.

Well it sucks, its on him. He chose not to take the proper precautions, so now he needs to pay.
