The long-standing case emanates from alleged looting of the Free State Department of Agriculture and Rural Development between July 2012 and April 2014.

After the matter was revived in 2022 with new arrests including Mosebenzi Zwane. The accused in the Estina scandal were first arrested in 2018 and the matter was later provisionally withdrawn. It’s alleged that Estina, was appointed as an implementing agent by the department of agriculture for the Vrede dairy farm.

Investigations also revealed that no proper tender procedures were followed with regards to the decision to fund the proposed Vrede Dairy Project.
