The Housing Industry Association’s Graham Wolfe says he would have preferred if the government’s HomeBuilder program didn’t have a means test but the $688 million “is a very substantial investment”. “During our discussions we were talking to the government about a package that didn’t have a means test on it,” Mr Wolfe told Sky News.

To be eligible, individual applicants must earn less than $125,000 a year, or $200,000 for couples. They must also sign a contract between July and December, and the new home can only be worth up to $750,000. Those wanting to renovate, must spend at least $150,000 on the work. Labor has criticised the scheme, claiming its not significantly assist the housing construction industry. "We know the housing industry is in crisis.
