A mysterious federal contractor tied to a ‘Titanic’ celebrity shows the government’s reliance on unproven businesses for supplies.

Ventilators are regulated by the Food and Drug Administration, which has issued emergency authorization for dozens of new and emerging companies to provide the specialized breathing machines.Asked about the company’s dearth of health care experience, the prisons bureau was unconcerned.
