Community member Carla Carr expressed mixed feelings about what's happening in the Hilltop -- a mural as part of a beautification project amid a steady trend of crime around the neighborhood.Mayor Andrew Ginther is one of several luminaries expected at a block party on Sullivant Avenue on Thursday evening.
