Facebook likely hopes to regain trust among stakeholders by creating a board that is both representative and transparent in its decision-making

, per a company blog post. Facebook said it has started searching for board members, and has also hired a director of Oversight Board administration, Thomas Hughes, who previously worked as executive director for Article 19, an NGO focused on freedom of expression and digital rights.Alongside a commitment to transparency surrounding board processes, Facebook is emphasizing a diverse range of backgrounds and viewpoints among members — a move aligned with public priorities for the board.

Further, Facebook noted that while every case brought to the board will have a set of four randomly selected members assigned to it, the group will be required to include a member representative of the relevant region. Facebook likely hopes to regain trust among stakeholders by creating a board that is responsive to public opinion and which aims to be both representative and transparent in its decision-making. There's no way to know how effective the board will be until it's up and running, and even at its best it's still just addressing a small piece of the content moderation puzzle.
