Bell curve grading fuels competition in good schools but gives dumb kids better grades in crappy schools. I've yet to see a second-tier school giving solid students a worse grade, because their peers exceeded expectations. It's almost exclusively used for grade inflation.

The letter about modular systems and honours degree classification is spot on.
