Then those environmental regulations lead to overreach that robs ppl of freedoms. Bc freedom and responsibility necessarily go together.

Wrong. The ppl who chose to litter with cigarette buts are responsible. To hold anyone else responsible is to say that the individuals are so pathetic that they are INCAPABLE of taking responsibility for their own actions. Responsibility and freedom are 2 sides of the same thing
