The Federal Drug Administration barred Juul Labs’ e-cigarettes from remaining on the market on Thursday, in a move that could likely upend the vaping startup, which has faced a host of lawsuits, layoffs and shrinking sales in recent years.

Juul’s applications did not demonstrate its product marketing would “be appropriate for the protection of the public health,” the FDA said in a statement. Juul “had the opportunity” to prove its marketing met FDA standards, but instead left the agency with “significant questions,” including adequate data to determine health risks, Michele Mital, acting director of the FDA’s Center for Tobacco Products said in a statement.
