Lower royalties should be offerred to companies that process raw materials in Australia. The more local processing the lower the royalty (ie. Iron ingots = 5% reduction; steel = 25%).
An increase in royalties would offset the big mining companies tax avoidance practices which see them avoid their other tax responsibilities.
All State governments should immediately revoke mining licenses for any tenaments not currently in operation. That is, in the process of building or in production. New royalty arrangenents (from 50%-75%) can be established and tenaments auctioned off for the development rights..
