Two Major League Baseball teams are expected to take legal action against the city of Glendale over a dispute with the Camelback Ranch Glendale facility, one of the region's Cactus League spring training complexes.

Phelps said he was"disappointed and discouraged" that the legal proceedings are moving forward against the city, which he said has also denied requests from the teams during the past two years including the replacement of $250 chairs and locker rooms, two white boards for $2,400 and a damaged phone.
