Rochester, N.Y. — Thousands of children showed off their costumes on Sunday at the Halloween at the Market event, which took place at the Rochester Public Market.“We need something that’s gonna be safe for our children, number one,” said Qiana Perry, attendee. “Rochester would thrive if we continued to do things like this.”
