Davao City Mayor Sebastian 'Baste' Duterte has proposed that delivery riders be exempt from obtaining business permits. The mayor expressed that the current income and working conditions of delivery riders make it difficult for them to afford the required permits. He plans to use recent Supreme Court rulings to create an ordinance supporting this exemption. Former councilor Pamela Librado supported the initiative, highlighting the financial burdens and safety concerns faced by delivery riders.

DAVAO City Mayor Sebastian 'Baste' Duterte has stated that delivery riders should be exempt from obtaining business permits..During his Basta Dabawenyo program on Sunday, November 24, 2024, Duterte explained that while there is no current law supporting this exemption, the city could use recent Supreme Court rulings as a basis to craft an ordinance for delivery riders.“Dili mana nimo sila pwede singlon ug bug-at kay pila lang may ginansiya ana unya kapoy mana nga trabaho ,” she said.

She believes the Supreme Court's ruling, which clarified that riders are not business owners, provides a legal foundation for the exemption.
