No one expected the transition from Donald Trump’s presidency to Joe Biden’s to be a smooth one — especially given Trump’s refusal to accept the election results. But in the month since the General Services Administration greenlit cooperation between federal agencies and the Biden transition team, the process has proven to be a mixed bag, with most agencies now working cooperatively but a few digging in their heels.
