There aren't many details on what the new behemoth will look like and who is going to pay for it. We don't know whether the new state-owned entity will be spared from cadre deployment so as not to end up like Eskom. Nor do we know whether the ANC aims to build this new entity to show that, when put to good use and freed from the ANC, cadre deployment can keep the lights on.
