The Navy wants you to help design its proposed national museum

it hopes to build near the Washington Navy Yard.

A contractor for the Naval History & Heritage Command recently issued a solicitation seeking conceptual and artistic ideas for the National Museum of the United States Navy, to be developed on a 6-acre site next to the Harris Teeter on the southeast corner of 4th and M streets. The consultant, Mark G. Anderson Consultants, kicked off the search Nov. 15 and has set 5 p.m. Monday as the deadline for submissions.

“Due to the complexity, size, scope and breadth of this groundbreaking project, the NHHC seeks to receive high-quality artistic concepts and ideas for the project by soliciting input from a broad field of participants, ultimately generating public interest in the project and supporting innovation,” per MGAC's solicitation.It’s the next step in a more involved process meantwithin the secured gates of the Navy Yard with a larger one outside the gates and more easily accessible to the public.

Through the request for qualifications, MGAC hopes to prescreen qualified respondents from two pools, the first from professional firms and the second from individuals with relevant degrees in architecture, art, design or engineering. Each finalist will receive a $48,000 stipend to develop their submission, which will then be evaluated by a jury selected by NHHC and Navy brass.

MGAC's solicitation cautions respondents against contacting the Navy or NHHC directly. It also notes that, as the NHHC’s vendor, federal acquisition requirements aren’t required, though it reserves the right to enforce them and will work “‘in the spirit of the [federal acquisition regulations' as best fits this project’s needs.”
