While national standards are in place to boost energy efficiency of new homes, rules for the country’s existing 11 million homes vary by state and territory.

The energy efficiency and housing sectors are hoping the federal government’s new energy legislation will become a hammer that cracks the “difficult nut” of raising energy efficiency standards in 8 million existing dwellings across Australia.agreed with the Greens last week

“That’s the really difficult nut to crack,” said Alex St John, senior adviser for policy and research at the Canberra-based Energy Efficiency Council, a not-for-profit organisation. “It’s acknowledging that when we move the new stock up on one side we need to balance the ledger on the other side,” GBCA chief executive Davina Rooney said.

“The irony here is that those on the lowest incomes particularly in the private rental market have some of the lowest efficiency homes on offer,” Mr Proud said.“Their comparative price for heating and cooling is higher based on both the poor performance of the dwelling and in terms of the percentage of income that goes towards cooling or heating an excessively hot or cold home.”

You can’t make a silk purse out of a pigs ear. We have just reviewed our house for such an upgrade and due to construction practices in the 1960s it would be impossible to make it energy efficient. Focus on new houses first.
