The PDEA-Zamboanga del Norte identifies the arrested businessman as Edwin Capili.

A former president of Dipolog Chamber of Commerce and Industry was caught in a buy-bust operation launched by the Philippine Drug Enforcement Agency-Zamboanga del Norte at 10:25 pm on Friday, October 23.He was arrested with 36-year-old Sydney Sumalpong at Capili’s pension house “Chip 'n by the Sea” in Barangay Galas here

Capili’s pension house has reportedly been under surveillance after PDEA-ZN learned that drug personalities in Dipolog and other places have been in and out of the place. The target of the buy-bust operation was Sumalpong, who was under PDEA-ZN's list of alleged drug personalities. But the cellophane containing a substance believed to be shabu priced at P36,000 was reportedly confiscated from Capili.

Also seized were two small-sized plastic also containing the possible shabu, which were bought by PDEA-ZN’s “poseur-buyer,” and P500 marked money. The buy-bust operation was led by PDEA agent Marvin Santos, who told reporters that Capili might have gone into drug trade after his businesses went down.
