Sounds like thieving to me! Blacks have been waiting decades for reparations; I’m pretty sure travelers can wait a few months for their refunds. They’ll be alright. And even if they’re not - “…frankly, my dear…” 🤷🏾‍♀️ (shrug). They should deduct funding for Dept. of Transportation to pay for this and hopefully force incompetent people in that department to be weeded out when faced with lower budgets and harder work.
