The City conducted a study in 66 of its 81 clinics and found that close to 40 percent of the patients don’t have valid identity documents.

We need to check whether they are local or foreign, if local issue them with relevant identities if foreign check whether they are legal or illegal, all those found to be illegal must be deported back to their countries of origin. Once this done tighten border controls
