Hamed Allahyari employs other people who are doing it tough at his cafe in the city's west. He is worried he will have to close down if Victoria's circuit-breaker restrictions are extended.

Hamed Allahyari's cafe in Melbourne's west normally serves 30 people for dinner on a Sunday night."We've had a lot of food waste already; we have takeaway but not everyone orders online," said Mr Allahyari, who employs refugees and asylum seekers who may otherwise struggle to find jobs.

The staff who normally work at the Sunshine cafe have had their shifts reduced. There's no need for two chefs to work at the same time, and no real need for waiters. Mr Allahyari employs refugees and asylum seekers and says he has cut his own pay in order to keep his staff.After countless knockbacks while applying for jobs, the chef worked his way up and opened his Persian cafe two years ago."To get the first job in Australia is not that easy. We support those people and give them the opportunity to work in this cafe," he said.

Mr Thewlis said events made a huge contribution to Victoria, including charity and fundraising initiatives, and it was nice to be formally recognised as an area in need by the state government. While Mr Thewlis praised the Victorian government's new measure as "a really good start", he said "realistically the numbers need to be about 10 times that to have a really strong impact".

Paul Guerra, CEO of the Victorian Chamber of Commerce and Industry, says the 'lockdown lever' needs to be scrapped to enable businesses to recover.
