The regulator said Google favors its own online display advertising technology services to the detriment of other providers as well as advertisers and online publishers. Google, a unit of Alphabet GOOGL, +0.15%, can be fined up to 10% of total worldwide revenue. Alphabet shares weakened 0.2% in premarket trade but have gained 40% this year.
