Parañaque City Mayor Edwin Olivarez clarified that the order requiring business establishments to test their workers for coronavirus disease 2019 (COVID-19) before they will be allowed to work was meant to control the spread or minimize the transmission of the virus in the city.

The requirement on the mandatory testing of the workers was listed in the guidelines of an executive order which serves as an interim guideline for business establishments that will operate under the modified enhanced community quarantine .

Atty. Lanie Malaya, chief of the city’s Business Permit and Licensing Office explained that the executive order of Olivarez is in the exercise of police power of the local government unit in keeping in mind the general welfare of people. She explained that by having rapid tests, coupled with the minimum health standards like hand washing, wearing face masks, thermal scanning, and others, the transmission of the virus will be minimized.

Why when you do DO CALLED MASS TESTING on a SELECTIVE BASIS? Why burden the private sector?

Brilliant! Businesses suffering already because of ECQ. No income since March but the good Mayor still thinks there is money to spare for covid test for workers who will go home to other cities and could possibly get infected there and return again to Paranaque. USELESS!

How can we be sure that after testing, employees traveling almost everyday, will not be infected? Is this on a 2wks basis of testing? Fresh from the lockdown is still not proof employees are negative?

Close all business. Getting them to almost dry off their pockets, then now require them to spend money for the testing. Where is this going to take us? We should now worry how else will these establishments recover. And I am not even referring to SME’s.
